Create a new blank map
Add data
Example uses World Imagery as the base map, blends in the World Hillshade using the soft light Layer Blend, and uses Human Geography Dark Detail as a reference layer with screen blend mode.
Add USA Census States from the Living Atlas
Rename layer to "state" and remove default transparency
Add a definition query to filter State Abbreviation to "KY" for Kentucky. This makes sure only Kentucky is visible.
Add shadow effect
Symbology → properties → structure. Place the stroke layer below the fill layer.
Symbology → properties → layers. Make the stroke layer a gradient with a width of 60 points and set the colors to Black with a 100% transparency and Black.
In the Color Scheme Editor, add 2 stops for a total of 5
set the far right stop (stop 5) to 75% Position
set the middle stop (stop 3) to 50% Transparency and 50% Position
set stop 2 to 75% Transparency and 30% Position
Set the fill to white
Duplicate the "state" layer
Remove the shadow from the top "state" layer and add a 60 point offset effect to the fill layer so it completely covers the shadow effect
Set the fill of the top "state" layer to gradient with the left color being white 100% transparency and the right color being white
Change the patter direction from "Buffered" to "linear" and the Type from "Discrete" to "Continuous"
Group both "state" layers into one group
Set the group layer blend mode to "Multiply" under the darkening modes
Change the stop "state" layer's fill pattern angle to 70°
